Decisions of the CEC meeting of BSNLEU, held at Ghaziabad on 22nd & 23rd October, 2018.
- The meeting whole-heartedly welcomed the decision of the National Convention of Workers, held at New Delhi on 28.09.2018, calling on the working class of India to organise a two day General Strike on 08th & 09th January, 2019, against the pro-corporate and anti-people policies of the government. The meeting called upon the CHQ, circle and district unions to conduct an effective campaign throughout the country, to organise the two day General Strike. The meeting also decided that Extended Circle Executive Committee meeting should be organised in all circles, and also mass meetings should be organised at the district levels, to mobilise the employees.
- The meeting welcomed the decision of the AUAB to organise agitational programme, on the issue of non-implementation of the assurances given by the Hon’ble Minister of State for Communications, on wage revision, allotment of 4G spectrum to BSNL, pension revision and payment of pension contribution by BSNL on the actual basic pay of the employees. The meeting also endorsed the decision of the AUAB to go on strike action, if the issues are not settled by 30th November, 2018. The meeting further called upon the circle and district unions to seriously mobilise the employees for a strike action, including that of an indefinite strike, if necessary.
- The meeting reviewed the developments that have taken place regarding the wage revision of the Non-Executives. The meeting expressed it’s satisfaction that BSNLEU and NFTE, the two Recognised Unions of the Non-Executives, are adopting a unified approach in the Joint Committee for Negotiation of wage revision. The meeting also expressed it’s satisfaction that the new pay scales are almost finalised in the Joint Committee in such a manner that, the problem of stagnation is not likely to arise after the wage revision. However, the meeting expressed it’s concern that on the issue of HRA revision, the Management Side had proposed to freeze the HRA as of 31.12.2016, on the plea that the Management had already recommended to freeze the HRA of the Executives in the similar manner, and also on the plea that the DoT might not give it’s approval for the wage revision together with HRA revision. The meeting expressed it’s view that a large number of employees will be deprived of the benefit of HRA revision for the next 10 years, if HRA revision is denied. Hence, the meeting urged upon the CHQ to take all out efforts to ensure wage revision, together with HRA revision.
- The meeting endorsed the decision of the All India Centre to prepone the dates of the All India Conference, in view of the 2 day General Strike to be organised in January, 2019. After in-depth discussion of the financial position for conducting the All India Conference, the meeting decided to fix Rs.1,000/- as delegate fee for the All India Conference. The meeting requested all the comrades to cooperate on this issue, so that the All India Conference can be conducted successfully.
- The BSNL Casual Contract Workers Federation has decided to organise dharna on 20th November, 2018, demanding settlement of the problems related to the casual and contract workers. The meeting called upon the circle and district unions to extend all out support for the success of this programme.
- The meeting appreciated the CHQ and the Madhya Pradesh circle union for organising a highly successful Young Workers’ Convention at Bhopal on 30th September, 2018. As a follow up to this All India Young Workers’ Convention, the meeting urged upon the circle unions to organise the Young Workers’ Convention, wherever it is not held so far.
- The meeting reviewed the functioning of BSNL Working Women’s Coordination Committee and expressed it’s satisfaction. The meeting expressed satisfaction about the successful conducting of the All India Committee meeting at Bengaluru and also about organising an impressive women’s seminar, addressed by Com.Sudha Sundararaman, Vice President of AIDWA. The meeting also noted with satisfaction that circle level convention of Madhya Pradesh for organising BSNL WWCC and also the circle conference of Tamil Nadu have taken place successfully. The meeting called upon the circle unions to expeditiously form the Working Women’s Coordination Committee in whichever circle it is not yet formed.
- The meeting welcomed the decision taken by the AUAB for launching the “BSNL At Your Door Steps” movement, to intensify the sales and marketing activities of BSNL. The meeting also noted with satisfaction that the “BSNL At Your Door Steps” movement has been inaugurated by Ms. Mary Kome, the brand ambassador of BSNL at the Corporate Office on 24.09.2018 in the presence of the representatives of the AUAB and all the CGM’s. Thus, the “BSNL At Your Door Steps” movement has become a joint venture of the employees and the Management. However, the meeting noted with concern that the “BSNL At Your Door Steps” has not picked up steam yet. Hence, the meeting urged upon all the circle and district unions to take all out efforts to make the “BSNL At Your Door Steps”, a grand success, by closely coordinating with other unions and associations.
- The meeting appreciated the CHQ that it has started making website updatings in Hindi also, on important issues. The meeting viewed that this efforts will enable the comrades in the Hindi speaking circles also to closely follow the All India level developments. The meeting urged upon the CHQ to continue with this effort.
