Com.P.Abhimanyu, GS, met Shri Arvind Vadnerkar, Director (HR), today and discussed a number of outstanding issues. The details of today’s discussions are as follows:-

 

  1. Rule 8 transfers of the DR JEs – non-implementation of the Corporate Office order by NE-I and NE-II circle administrations.

NE-I and NE-II have been declared as surplus circles by the Corporate Office, in the matter of Rule 8 transfers of the DR JEs. Requests for transfers of the DR JEs under Rule 8 from NE-I and NE-II circles to the shortage Circles should have been implemented without delay. However, the circle administrations of NE-I and NE-II are not obeying this instruction of the Corporate Office. BSNLEU has already taken this matter to the notice of the Corporate Management many times. Today, the GS, BSNLEU, demanded that the Director (HR) should intervene in this matter and ensure implementation of the Corporate Office order by the NE-I and NE-II circle administrations.

 

  1. Office Accommodation to the district unions functioning at the OA level.

Recently, Corporate Office issued instructions for providing Office Accommodation facility to the Recognised Unions and Associations only at the All India Circle and BA levels. The GS, BSNLEU, told the Director (HR) that, still the district unions of BSNLEU are functioning in many OAs and demanded that, Office Accommodation should be extended up to the OA level also.

 

  1. Re-designation of the left out cadres.

BSNLEU is demanding that, new designations should be given to the left out cadres like Junior Hindi Translator, Senior Hindi Translator, Carpenter, Driver, etc. In today’s meeting, the GS, BSNLEU, demanded that, the re-designation of the left out cadres should be done without delay.   

 

  1. De-reservation of the 95 ST JTO posts in Punjab circle.

95 JTO posts belonging to the ST category are remaining unfilled in Punjab circle for the past many years. This is because there are no ST candidates in Punjab circle. As per Rules, these posts should have been de-reserved after carrying over for 3 recruitment years. However, this has not been done. BSNLEU has already demanded the de-reservation of these posts. In today’s meeting, the GS, BSNLEU, demanded that these 95 JTO posts should be de-reserved, as per the existing government Rules.

 

  1. Declaration of JTO LICE results in Punjab circle.

BSNLEU is continuously pressurising the BSNL Management for the declaration of the JTO LICE results in Punjab circle. In today’s meeting, the GS, BSNLEU, requested the Director (HR) to ensure that needful action is taken for the early declaration of the JTO LICE results in Punjab circle.

 

  1. Review of the results of the JAO LICE held in Himachal Pradesh circle in 2016.

JAO LICE was conducted in Himachal Pradesh circle in 2016. However, this JAO LICE has been conducted, without carrying forward the two posts which remained unfilled in the JAO LICE held in 2012. BSNLEU has already demanded that the results of the JAO LICE 2016 should be reviewed by carrying forward the two unfilled posts. The GS, BSNLEU, raised this issue in today’s meeting and demanded necessary action immediately.

 

  1. Implementation of 5 day week in CGM Office, Mumbai.

The CGM, Maharashtra circle, has written to the Director (HR), requesting to look into the demand of the Maharashtra circle, AUAB, regarding implementation of 5 day week in CGM Office, Mumbai. The GS, BSNLEU, has already written letter to the Director (HR), demanding implementation of the 5 day week in CGM Office, Mumbai. In today’s meeting, the GS, BSNLEU, demanded an early decision on the matter.  

 

  1. Rule 8 transfer of Shri Sushil Kumar Kashyap, DR JE, Haryana.

Shri Sushil Kumar Kashyap, DR JE’s transfer from Haryana to UP (East) circle was discussed. It was pointed out that, this transfer order was issued by the CGM, Haryana, based on the consent given by the CGM, UP (East). However, Shri Sushil Kumar Kashyap was not permitted to join duty in UP (East) circle. The GS, BSNLEU, requested the Director (HR) to reconsider this case.

 

The Director (HR) gave a patient hearing to all the issues raised by the GS, BSNLEU. Some queries raised by the Director (HR) were replied by the GS. The Director (HR) assured to take appropriate action on all the issues.
