BSNLEU’s meeting with the Director(HR)...

Representatives of BSNLEU had a meeting with Shri Kalyan Sagar Nippani, Director(HR) yesterday, the 14.05.2024, to discuss certain important issues of the employees. Ms.Anita Johri, PGM(SR), Shri S.P.Singh, PGM(Estt.) and the GM (Technical Training) were also present. Com. Animesh Mitra, President, Com.C.K.Gundanna, AGS and Com.Ashwin Kumar, Organising Secretary (CHQ) participated in the discussion. The following points were discussed in the meeting.

 

  1. Flawed minutes of the Formal Meeting.

BSNLEU recorded its protest over the flawed minutes of the Formal Meeting held with the Director (HR) on 19.03.2024. It was pointed out that, the Formal Meeting was very cordial and positive. But, later on, the minutes issued by Management was flawed and did not reflect the actual discussion and decisions arrived at in the Meeting. The Director (HR) acknowledged the letter dated 14-05-2024, written by BSNLEU in this connection. He directed the PGM (SR) to look into BSNLEU’s protest letter and to do the needful.

 

 

  1. Cancellation of the JTO LICEs in Punjab Circle.

BSNLEU is continuously pressing on the Management to review its decision of cancelling the JTO LICEs conducted in Punjab Circle. This issue was once again raised in yesterday‘s meeting and it was strongly demanded that, the Management should immediately review its decision. The Director (HR) replied that the matter had been discussed with the CMD BSNL, but could not find out any solution. He told that, the JTO vacancies existed in Punjab circle were already abolished under the Restructuring scheme. He further stated that, as on date, JTOs are in surplus in Punjab Circle and hence, Management could not reconsider its decision of cancelling the JTO LICEs.

 

  1. Neglecting the Non-Executives in the matter of mobile handsets.

Representatives of BSNLEU categorically expressed their protest over the discrimination in supplying mobile handsets. Recently, Management has increased the amount for reimbursement of the cost of purchasing mobile handsets by the Executives. At the same time, the Non-Executives are discriminated on this matter. BSNLEU has already written a strong letter to the, CMD BSNL on this matter. In yesterday’s meeting, BSNLEU strongly raised this issue and demanded that the Non-Executives should also be supplied with mobile handset. Director HR, patiently heard the views of BSNLEU and assured to look into the issue.

 

 

  1. Considering Rule 8 transfer cases applied on spouse ground.

Time and again, BSNLEU has raised the complaint that, the BSNL Management is not implementing the DoP&T orders in considering the requests for transfer under Rule 8 by officials, especially JEs, on spouse ground.  In yesterday’s meeting, this issue was once again raised and it was demanded that the Management should consider Rule 8 transfer cases on spouse ground. The Director (HR) directed the PGM(Estt) to collect the names of such officials. He assured the Union to take the needful action on this subject.

 

  1.  Reviewing of the Restructuring Scheme.

BSNLEU is continuously pressing on the Management, demanding to review the Restructuring scheme. It is the complaint of BSNLEU that the JTO, LICE, JE LICE etc. could not be conducted in many circles for want of vacancies, since thousands of posts have already been abolished under the Restructuring scheme. BSNLEU is demanding that the sanctioning norms should be relaxed. In yesterday‘s meeting, it was once again demanded that, BSNL Management should complete the review of Restructuring at the earliest and consider BSNLEU’s demand. The Director (HR) replied that, the Corporate Office is continuously working on this and assured that it will be completed soon. He also told the union to submit its proposals.

 

  1. Career progression of the left out sports personal.

BSNL has long been taking up the career progression cases of the left-out sports personnel. This issue was once again discussed with the Director(HR) in yesterday’s meeting. BSNLEU strongly demanded that, the left out cases should be considered at the earliest. The Director(HR) assured that, needful action would be taken expeditiously.
