The Establishment Branch of the Corporate Office has issued letter on 28-05-2024, addressed to all the CGMs, directing them to intimate the estimated vacancies that are likely to arise in the cadre of JE(T) from 01-01-2024 to 31-12-2024. The Corporate Office letter states that,  the vacancies which are likely to arise due to retirement, promotion, resignation, death, etc. maybe intimated to the Corporate Office within three weeks. The Corporate Office letter is enclosed here with. All the circle secretaries, and CHQ office bearers are requested to contact their respective CGM offices and to ensure that, the data called for by the Corporate Office is sent within the stipulated time.

कॉर्पोरेट कार्यालय की स्थापना शाखा ने 28-05-2024 को सभी चीफ जनरल मैनेजर को संबोधित करते हुए पत्र जारी किया है, जिसमें उन्हें 01-01-2024 से 31-12-2024 तक जेई (टी) के संवर्ग में उत्पन्न होने वाली अनुमानित रिक्तियों को सूचित करने का निर्देश दिया गया है। कॉर्पोरेट कार्यालय के पत्र में कहा गया है कि, सेवानिवृत्ति, पदोन्नति, इस्तीफे, मृत्यु आदि के कारण होने वाली रिक्तियों की सूचना तीन सप्ताह के भीतर कॉर्पोरेट कार्यालय को दी जाए। कॉर्पोरेट कार्यालय का पत्र इसके साथ संलग्न है। सभी सर्कल सचिवों और सीएचक्यू पदाधिकारियों से अनुरोध है कि वे अपने संबंधित चीफ जनरल मैनेजर कार्यालयों से संपर्क करें और यह सुनिश्चित करें कि कॉर्पोरेट कार्यालय द्वारा मांगे गए डेटा को निर्धारित समय के भीतर भेजा जाए।

The government of India has decided that, the interest rate for the Employees Provident Fund (EPF) will be 8.25% for the year 2023-24. The Employees Provident Fund Organisation (EPFO) has issued letter on 31-05-2024, communicating this decision of the government of India. Copy of the order of the EPFO is enclosed for the information of our comrades.

सरकार ने EPF पर 8.25% ब्याज दर घोषित की है।

भारत सरकार ने निर्णय लिया है कि *कर्मचारी भविष्य निधि (EPF) पर वर्ष 2023-24 के लिए ब्याज दर 8.25%* होगी। कर्मचारी भविष्य निधि संगठन (EPFO) ने 31-05-2024 को पत्र जारी कर भारत सरकार के इस निर्णय की जानकारी दी है। EPFO ​​के आदेश की प्रति हमारे साथियों की जानकारी के लिए संलग्न है।

Com.E.Gomathynayagam, Telecom Technician, Coimbatore, has donated Rs.5,000/- to the CHQ, on the day of his retirement on superannuation on 31-05-2024. Right from the day of his appointment as a Regular Mazdoor in the Nilgiris SSA, Tamil Nadu, Com.E. Gomathynayagam has been an active member of BSNLEU. The CHQ of BSNLEU heartily congratulates, Com.E.Gomathynayagam and wish him a long and happy retired life.

A meeting regarding the renewal of the Group Health Insurance Scheme was held in the Corporate Office on 30.05.2024, presided over by Shri Sanjeev Tyagi, PGM (Admn.). From BSNLEU, Com. Animesh Mitra, President, Com. John Verghese, Acting GS, Com. C.K. Gundanna, AGS, and Com. Ashwin Kumar, Org. Secretary (CHQ) participated in the meeting.

In the meeting, BSNLEU opposed the 1.27-fold increase in the premium and demanded that the old rates should continue. All the unions and associations demanded that the 20% co-payment applicable to new entrants in the parents' category should be borne by the Management. Further discussion in this regard will continue.

30-05-2024 को आयोजित समूह स्वास्थ्य बीमा बैठक का विवरण।

30.05.2024 को कॉर्पोरेट कार्यालय में समूह स्वास्थ्य बीमा योजना के नवीनीकरण के संबंध में बैठक आयोजित की गई, जिसकी अध्यक्षता श्री संजीव त्यागी, प्रिंसिपल जनरल मैनेजर (प्रशासन) ने की। बैठक में BSNLEU की ओर से अध्यक्ष साथी अनिमेष मित्रा, कार्यवाहक महासचिव साथी जॉन वर्गीस, सहायक महासचिव सीके गुंडाना और संगठन सचिव (सीएचक्यू) साथी अश्विन कुमार ने भाग लिया।

बैठक में BSNLEU ने प्रीमियम में 1.27 गुना वृद्धि का विरोध किया और मांग की कि पुरानी दरें जारी रहनी चाहिए। सभी यूनियनों और एसोसिएशनों ने मांग की कि माता-पिता की श्रेणी में नए प्रवेशकों के लिए लागू 20% सह-भुगतान प्रबंधन द्वारा वहन किया जाना चाहिए। इस संबंध में आगे की चर्चा जारी रहेगी।

Com.K.N. Jyothi Lakshmi, National Convenor of the BSNL Working Women’s Coordination Committee is retiring from service on superannuation today. She has completed 42 years of service. She entered the service as an RTP Telephone Operator in 1982 and got regular appointment in 1987. Ever since her appointment, Com.K.N. Jyothi Lakshmi, stood in the forefront of the trade union movement. Starting as the Branch Secretary of AITEU (CL-III) she went on to become District Secretary, Circle Office bearer, Convenor of Kerala circle Women’s Sub-Committee and Assistant General Secretary of BSNLEU. Com Jyothi Lakshmi got elected as the National Convenor of BSNL Working Women’s Coordination Committee in 2022 and is leading the organisation effectively. Besides, she has also played a key role in the cooperative society and served as the Kollam District President of the P&T cooperative society. The CHQ of BSNLEU heartily congratulates Com.K.N.Jyothi Lakshmi for her praiseworthy service rendered to the trade union movement. The CHQ wishes her a long healthy and active retired life.

बीएसएनएल वर्किंग विमेन कोऑर्डिनेशन कमेटी की राष्ट्रीय संयोजक साथी के.एन. ज्योति लक्ष्मी आज सेवानिवृत्त हो रही हैं। उन्होंने 42 साल की सेवा पूरी कर ली है। उन्होंने 1982 में आरटीपी टेलीफोन ऑपरेटर के रूप में सेवा में प्रवेश किया और 1987 में नियमित नियुक्ति प्राप्त की। अपनी नियुक्ति के बाद से ही साथी के.एन. ज्योति लक्ष्मी ट्रेड यूनियन आंदोलन की अग्रिम पंक्ति में खड़ी रहीं। एआईटीईयू (क्लास-III) की शाखा सचिव के रूप में शुरुआत करते हुए वे जिला सचिव, सर्कल पदाधिकारी, केरल सर्कल महिला उप-समिति की संयोजक और BSNLEU की सहायक महासचिव बनीं। साथी ज्योति लक्ष्मी 2022 में बीएसएनएल वर्किंग विमेन कोऑर्डिनेशन कमेटी की राष्ट्रीय संयोजक चुनी गईं और संगठन का प्रभावी ढंग से नेतृत्व कर रही हैं। इसके अलावा, उन्होंने सहकारी समिति में भी महत्वपूर्ण भूमिका निभाई है और पीएंडटी सहकारी समिति के कोल्लम जिला अध्यक्ष के रूप में कार्य किया है। BSNLEU का सीएचक्यू साथी के.एन. ज्योति लक्ष्मी को ट्रेड यूनियन आंदोलन में उनकी सराहनीय सेवा के लिए हार्दिक बधाई देता है। सीएचक्यू उनके लंबे, स्वस्थ और सक्रिय सेवानिवृत्त जीवन की कामना करता है। 

BSNLEU written letter to the CMD BSNL today, expressing concerns over the failure of BSNL's 4G & MAAN project with Tejas Networks, which aimed to enhance 4G capabilities using the 700 MHz band. This failure has significantly impacted our service efficiency and stakeholders, including rescheduling exams at IIT Bombay. Additionally, over 50% of mobile handsets do not support this 700 MHz band, complicating our 4G rollout. We urge a thorough project assessment, efficient resource allocation, strengthening internal capabilities, and strategic reassessment to address these issues and ensure BSNL's sustained growth and service quality.

BSNLEU ने सीएमडी बीएसएनएल को पत्र लिखकर तेजस नेटवर्क के साथ बीएसएनएल की 4G और MANN परियोजना की विफलता पर चिंता व्यक्त की।

BSNLEU ने आज सीएमडी बीएसएनएल को पत्र लिखकर तेजस नेटवर्क के साथ बीएसएनएल की 4G और MANN परियोजना की विफलता पर चिंता व्यक्त की, जिसका उद्देश्य 700 मेगाहर्ट्ज बैंड का उपयोग करके 4G क्षमताओं को बढ़ाना था। इस विफलता ने हमारी सेवा दक्षता और हितधारकों को काफी प्रभावित किया है, जिसमें आईआईटी बॉम्बे में परीक्षाओं को पुनर्निर्धारित करना भी शामिल है। इसके अतिरिक्त, 50% से अधिक मोबाइल हैंडसेट इस 700 मेगाहर्ट्ज बैंड का समर्थन नहीं करते हैं, जिससे हमारा 4G रोलआउट जटिल हो गया है। हम इन मुद्दों को हल करने और बीएसएनएल की निरंतर वृद्धि और सेवा गुणवत्ता सुनिश्चित करने के लिए एक संपूर्ण परियोजना मूल्यांकन, कुशल संसाधन आवंटन, आंतरिक क्षमताओं को मजबूत करने और रणनीतिक पुनर्मूल्यांकन का आग्रह करते हैं।

BSNLEU is continuously demanding that, the duties and responsibilities of the various non-executive cadres should be defined. Earlier, such duties and responsibilities were well defined in the P&T Department and in the Department of Telecommunications. However, after formation of BSNL, Management has not defined the duties and responsibilities of various cadres. This is leading to ambiguities and vagueness with regards to the duties and responsibilities of the Non-Executive cadres. For example, the JE cadre is being forcibly imposed with the post of BBM (Bharatnet Business Manager). The term Manager itself clearly indicates that, this is the responsibility of the Executives. But the BBM is being forcibly imposed on the JEs.  This is because, the duties and responsibilities of the Non-Executive cadres are not defined. Today, BSNLEU has once again, written letter to the CMD BSNL, demanding that the duties and responsibilities of the Non-Executive cadres should be defined at the earliest.

नोन एक्ज़ीक्यूटिव संवर्गों के कर्तव्यों और जिम्मेदारियों को परिभाषित करें- BSNLEU ने बीएसएनएल के सीएमडी को लिखा पत्र।

BSNLEU लगातार मांग कर रहा है कि विभिन्न नोन एक्ज़ीक्यूटिव संवर्गों के कर्तव्यों और जिम्मेदारियों को परिभाषित किया जाना चाहिए। इससे पहले, पीएंडटी विभाग और दूरसंचार विभाग में ऐसे कर्तव्यों और जिम्मेदारियों को अच्छी तरह से परिभाषित किया गया था। हालांकि, बीएसएनएल के गठन के बाद प्रबंधन ने विभिन्न संवर्गों के कर्तव्यों और जिम्मेदारियों को परिभाषित नहीं किया है। इससे नोन एक्ज़ीक्यूटिव संवर्गों के कर्तव्यों और जिम्मेदारियों के संबंध में अस्पष्टता पैदा हो रही है। उदाहरण के लिए,  जेई संवर्ग को जबरन बीबीएम (भारतनेट बिजनेस मैनेजर) का पद दिया जा रहा है। प्रबंधक शब्द से ही स्पष्ट है कि यह अधिकारियों की जिम्मेदारी है। लेकिन जेई पर जबरन बीबीएम थोपा जा रहा है। ऐसा इसलिए है, क्योंकि नोन एक्ज़ीक्यूटिव संवर्गों के कर्तव्यों और जिम्मेदारियों को परिभाषित नहीं किया गया है। आज BSNLEU ने एक बार फिर सीएमडी बीएसएनएल को पत्र लिखकर मांग की है कि नोन एक्ज़ीक्यूटिव संवर्गों के कर्तव्यों और जिम्मेदारियों को जल्द से जल्द परिभाषित किया जाना चाहिए। 

The DoP&T has issued clear-cut instruction stating that,  husband and wife should be posted in the same station. However, in BSNL, JEs seeking transfer under Rule 8 to certain circles, under spouse ground, are being denied of the same. This is because, those circles are defined as “surplus circles” in the cadre of JE. This is nothing but, violation of the DoP&T order. BSNLEU is continuously demanding that, the Rule 8 transfer applied under spouse ground, should be considered irrespective of whether the circle is a “surplus circle or not”. Today, once again, BSNLEU has written letter to the CMD BSNL, demanding implementation of the DoP&T order.

नियम 8 के तहत पति-पत्नी के आधार पर स्थानांतरण के लिए अनुरोध - इस विषय पर कार्मिक एवं प्रशिक्षण विभाग के आदेश को लागू किया जाए - BSNLEU ने सीएमडी बीएसएनएल को लिखा पत्र।

डीओपीटी ने स्पष्ट निर्देश जारी किया है कि पति और पत्नी को एक ही स्थान पर तैनात किया जाना चाहिए। हालांकि, बीएसएनएल में पति-पत्नी के आधार पर नियम 8 के तहत कुछ सर्किलों में स्थानांतरण चाहने वाले जेई को इससे वंचित किया जा रहा है। ऐसा इसलिए है क्योंकि उन सर्किलों को जेई के कैडर में "अतिरिक्त सर्किल" के रूप में परिभाषित किया गया है। यह डीओपीएंडटी के आदेश का उल्लंघन है। BSNLEU लगातार मांग कर रहा है कि पति-पत्नी के आधार पर लागू नियम 8 के स्थानांतरण पर विचार किया जाना चाहिए, भले ही वह सर्किल "अतिरिक्त सर्किल" हो या नहीं। आज एक बार फिर BSNLEU ने सीएमडी बीएसएनएल को पत्र लिखकर डीओपीएंडटी के आदेश को लागू करने की मांग की है।

We have come to know that the Management has initiated action for the merger of West Bengal circle with Kolkata circle and Tamil Nadu circle with Chennai circle. The Management has formed a committee consisting of CGM Kolkata, CGM Chennai, CGM Tamil Nadu and four senior officers from the Corporate Office. The Corporate Office letter, intimating formation of this committee is enclosed.

It has been brought to the notice of the CHQ of BSNLEU that, frequent / daily outage of service is taking place in Gujarat circle due to failure of uplinks in Prabhadevi Exchange in Mumbai. BSNLEU has requested an early solution to this problem, or else our EB and FTTH customers may opt for other service providers. 

This is the time when Hindu-Muslim hatred is being spread for capturing political power. In such a situation, it is heartening to note that, a great news has come from Tiruppur in Tamil Nadu, regarding Hindu-Muslim unity. In the Ottapalayam locality of Tiruppur, the Hindus were not able to get land for the construction of Lord Ganesha Temple. On hearing this, the Muslim Jamaath of that area donated land worth Rs.6 lakh to the Hindus, for the construction of Lord Ganesha Temple. On that land, Hindus constructed Lord Ganesh Temple and conducted the consecration. Muslims of that area participated in the consecration by offering fruits, flowers and other items on seven plates. The Hindus garlanded the Muslims and expressed their gratitude. Unity in diversity is the tradition of our country. Unity in diversity is the essence of our Constitution.
