The CHQ calls upon the circle and district unions to celebrate this year’s May Day enthusiastically, and in a befitting manner. Huge concessions to the corporates, severe attacks on the Public Sector, scuttling of the hard-won trade union rights, etc., are the Hall marks of the present day government. Communal poison is being spread to break the unity of the working masses. Strengthening of our unity and sharpening of our struggles are the need of the hour. Let this year’s May Day be celebrated in this direction. Flag hoisting and gate meetings may be organised at all work places. Reports and photos may be sent to the CHQ, through email.
Shri Piyush Goyal, Union Railway Minister, was heckled at by railway men at Lucknow, on 16th November,2018. The minister was addressing a convention of the Northern Railway Mazdoor Union (NRMU), affiliated to the All India Railwaymen’s Federation (AIRF). The railway employees were aggrieved by the implementation of the retrograde New Pension Scheme (NPS), exploitation of workers in the name of apprenticeship. Addressing the convention of the NRMU, Shri Piyush Goyal justified the apprenticeship system and made a remark that the railway union leaders are misguiding the youth, in the matter of regularisation of apprentices. Irritated by the remarks of the minister, the railwaymen started shouting slogans and rushed to the dias. Slogans like “Railway Manthri murdabad” were raised. Flower pots were thrown at the minister. As a result of this, the Minister abruptly stopped his speech and he was taken away by the police. The system of apprenticeship is a worst kind of exploitation of labour. Lakhs of highly educated youngsters are engaged as apprentices for years together, and they are being paid a very paltry amount as wages. When the Minister justified this exploitation, the railwaymen naturally got annoyed.
A meeting was held today between the AUAB and Shri Anshu Prakash, Additional Secretary(Telecom). AUAB representatives in the Committee for Periodic Interaction, Com.P.Abhimanyu, GS, BSNLEU & Convenor, AUAB, Com.Chandeshwar Singh, CS, NFTE & Chairman, AUAB, Com.K.Sebastin, GS, SNEA and Com.Prahlad Rai, GS, AIBSNLEA, participated.From the DoT side, Shri R.K. Khandelwal, Joint Secretary(Admn.) Shri S.K. Jain, DDG (Estt.), Shri Rajeev Kumar, DDG (Budget), also participated. Ms. Sujata T. Ray, Director (HR) and Shri A.M. Gupta, GM(SR), represented BSNL. Detailed discussion took place on the 3rd Pay Revision, 4G spectrum, Payment of Pension Contribution on actual basic pay and Pension Revision issues. As regards the 3rd Pay Revision, in today's meeting, the DoT side offered Pay Revision with 5% fitment. If the AUAB accepted that, then this issue would be placed for the approval of the Digital Commission ( erstwhile Telecom Commission) meeting, to be held on 05-02-2019, and that thereafter it would be taken for the approval of the Cabinet, said the DoT side. The AUAB stated that 5% fitment is very low and that they could not accept it. Thereafter, the AS(T) suggested that the AUAB representatives could discuss the issue with the CMD BSNL and could come back to him within a day or two. It may be recollected that in the meeting held on 03-12-2018, the Honourable Minister of State for Communications had stated that 3rd Pay Revision with 15% fitment was not possible. Further, in the last meeting held with the Additional Secretary (Telecom), 3rd Pay Revision with 0% fitment was offered by the DoT side.
The PMO has conducted a meeting yesterday, with regards to BSNL and MTNL. Nothing is known about the outcome of the meeting. However, many wonderful messages are being spread through the Whatsapp, by rumour mongers, about the decisions taken in the meeting. These are all nothing but fake news. Our comrades are requested not to believe or spread these rumours..
As per the Corporate Office letter on 8th Membership Verification, the General Secretary of BSNLEU has to submit the list of it’s circle representatives, by 15.07.2019, to the CGMs. The GS, BSNLEU, has submitted this list to the Corporate Office today. Copy of this letter is sent to the circle secretaries by Whatsapp also. All the circle secretaries are requested to hand over a copy of this letter to their concerned CGM. Further, the circle secretaries are also requested to nominate the SSA level representatives to the concerned SSA Head.
A well attended election campaign meeting was organised at Allahabad yesterday the 30.08.2019. Com.R.N. Yadav, District President, presided. Com.Rama Shankar, District Secretary, welcomed everyone. Com.P.Abhimanyu, GS, addressed the meeting and explained about the ongoing developments related to BSNL’s financial revival, BSNLEU's line of approach on the issue, and issues taken up and settled by BSNLEU in the last three years. Com.K.R. Yadav, Acting Circle Secretary and Com.Nithyanand Mishra, ACS, also addressed the meeting. The gathering responded positively to the speeches of the leaders.
Implementation of VRS in BSNL and MTNL is one of the aspects of the revival package approved by the Cabinet on 23.10.2019. Shri Ravi Shankar Prasad, Hon’ble Minister for Communications, informed the media persons on the same day that, implementation of VRS in BSNL & MTNL will be purely voluntary, which means no one will be forced to go on VRS. However, efforts are being made by the BSNL Management to create panic among the employees and force them to go on VRS. The speech delivered by Shri P.K. Purwar, CMD BSNL, on 25.10.2019, at the BSNL Corporate Office is aimed at creating panic among the employees. Shri P.K. Purwar has made that reckless speech, without knowing the dedication and work culture of the BSNL Executives and Non-Executives who have voluntarily implemented schemes like “Customer Delight Movement”, “Service With A Smile” and “BSNL At Your Door Steps”, to improve BSNL’s quality of service, revenue collections and customer satisfaction. Hence, Shri P.K.Purwar’s speech has received all-round condemnation. Further, we wish to point out that in the revival package approved by the Cabinet on 23.10.2019, which was published in the Press Information Bureau (PIB), there is no mention about reduction of retirement age from 60 to 58. However, efforts are being made to create panic among the employees, by spreading rumours that 58 years will also be implemented in BSNL. We have already made it clear that at the time of formation of BSNL, the Cabinet has given categorical commitment about retirement age of BSNL employees, which will be as per government rules. Hence, employees need not become panicky. We will also not allow the Management to compel any employee to go on VRS, by creating panic.
Com.B.Narayan Rao, one of the founding leaders of BSNLEU in Karnataka circle, passed away at 12:00 hrs. today. He was 80 years old and had been unwell for some time. Com.B.Narayan Rao hosted the first Karnataka Circle Conference BSNLEU at Mangaluru. He had been participating in the activities of CITU also in Dakshina Kannada district and coordinated between BSNLEU and CITU. CHQ pays it's respectful homage to Com.Narayan Rao and conveys it's heartfelt condolences to the family members and friends of the departed leader.
As per the call of the CHQ, BSNLEU, relief materials are being distributed in AP circle, from the "Contract Workers' Relief Fund", already collected in the circle.
Kadapa: Relief materials were distributed to 22 contract workers in Kadapa district. Food materials worth Rs.1,500/- each were distributed to them. Com. Manohar, District Secretary, CITU, Com.A. Subbarao, DS, BSNLEU, together with Com.Reddeppa and Com.S.N.Raju, distributed the materials.

At Ananthapuram, food materials were distributed to the contract workers today the 03.06.2020. The programme was participated in by Shri Ravikumar, DE, STR, Com.G.Chandrasekhar, DS, Com.Umamaheswarrao, Treasurer, etc.
The AUAB leaders of Erode, Tamil Nadu circle, met Shri A. Ganesamurthy, Lok Sabha member from Erode, yesterday and presented the memorandum. Causes for the delay in BSNL’s 4G launching, as well as it’s revival were explained to the Lok Sabha member. He assured to do the needful.
Rs.10,000 crores worth of properties ; 400 ashrams ; having the support and protection of politicians and police at the highest level; committing crimes like murders and rapes with impunity- this is Godman Asaram. The blind faith of the people is his strength. No one dared to question or oppose this criminal Godman. However, a 16 year old girl, who was raped by Asaram, stood against all odds and fought against this Godman. Result? Asaram is going to be in jail till his death. We heartily congratulate this girl. She is the real role model, to be followed by the women of this country. We also heartily thank the judiciary, which remains as the only hope for those who seek justice today.
The J&K circle union of BSNLEU is conducting it's executive committee meeting at Srinagar. Com. Kishan Lal, circle president, is presiding over the meeting. Com.Bashir Ahmed Khan, circle secretary, welcomed everyone. Report on activities was also placed before the house, by him. Com.P.Abhimanyu, GS, addressed the meeting and reported on the decisions of the Agartala CEC meeting. He also spoke in detail about the important issues of Wage Revision, need to fight against the Subsidiary Tower Company, other issues related to the revival of BSNL. Com.Gulam Kadhir Dandroo, Organising Secretary (CHQ) also addressed the meeting. Thereafter, discussion by executive committee members started.
The glorious one day strike, organised by the Central Government Employees on 19th September, 1968, has found a prominent place in the history of the working class movement in India. The P&T trade unions have played a significant role in that strike. Severe repression was let loose on the employees, by the then government. We thankfully acknowledge that, many of the fruits being enjoyed by the Central Government Employees today, are the result of the sacrifices done by many leaders and front line functionaries in that one day strike. It is the duty of our trade union to explain about that heroic struggle and the sacrifices of our fore fathers, to the present day generation. Hence, the Central Secretariat meeting of BSNLEU, has called on the circle and district unions to organise special meetings and seminars throughout the country on 19th September, 2018, to observe the 50th anniversary of the glorious one day strike of 1968. CHQ requests all the circle and district unions to effectively implement this decision.
In another blow to BSNL, the DoT has created a new roadblock in BSNL’s taking bank loans. The new condition laid down by the DoT stipulates that, BSNL can take bank loans only for “Capital Works” and not for other purposes. Due to the predatory pricing of Reliance Jio, BSNL’s revenue collections are drastically reduced and the Management is struggling even to pay salaries to the employees. Fund is not being allotted by the Corporate Office for various payments. Hence, medical bills are not paid from August. Under these circumstances, the new restriction laid down by the DoT is only to cripple BSNL. The private companies are also badly affected by Reliance Jio. However, they are managing by taking bank loans. The debt of Airtel is Rs.1,13,000 crores and the debt of Vodafone Idea is Rs.1,20,000 crores. These are all people’s money, taken as loan from banks. When private companies can freely avail people’s money as loans, to fulfil their requirements, why should BSNL not take bank loans? BSNL’s debt is only a few thousand crores, and it is nothing, compared to the huge debt of the private companies. The restriction on BSNL to avail bank loans is another big blow, intended to kill BSNL. The only means to break all these barriers is the indefinite strike. Educate the entire employees on such issues and organise them for a prolonged indefinite strike.

आज AUAB और श्री अंशु प्रकाश, एडिशनल सेक्रेटरी (टेलीकॉम) के बीच मीटिंग हुई। नियतकालिक परस्पर चर्चा (Periodic Interaction) हेतु गठित कमिटी में AUAB के प्रतिनिधि कॉम पी अभिमन्यु, GS/BSNLEU व कन्वेनर, कॉम चंदेश्वर सिंह,GS/NFTE व चेयरमैन, कॉम सेबेस्टिन,GS/SNEA, कॉम प्रह्लाद राय,GS/AIBSNLEA शामिल हुए। DoT की ओर से श्री आर के खंडेलवाल, जॉइंट सेक्रेटरी (Admin), श्री एस के जैन DDG (Estt.), श्री राजीव कुमार, DDG (Budget) भी उपस्थित रहे।श्रीमती सुजाता टी रे, Director (HR) और श्री ए एम गुप्ता, GM(SR) ने BSNL का प्रतिनिधित्व किया। 3rd पे रिवीजन, 4G स्पेक्ट्रम, वास्तविक मूल वेतन पर पेंशन कॉन्ट्रिब्यूशन का भुगतान और पेंशन रिवीजन पर विस्तार से चर्चा हुई।
3rd पे रिवीजन के सम्बंध में आज की मीटिंग में DoT की ओरसे 5% फिटमेंट के साथ पे रिवीजन का प्रस्ताव रखा गया। DoT की ओरसे यह बताया गया कि यदि AUAB इसे स्वीकार कर लेती है तो यह प्रस्ताव डिजिटल कमीशन (पूर्व में टेलीकॉम कमीशन) के समक्ष 05.02.2019 को होने वाली मीटिंग में अनुमोदन हेतु रखा जाएगा और उसके बाद कैबिनेट के अनुमोदन हेतु प्रेषित किया जाएगा। AUAB ने कहा कि 5% फिटमेंट बेहद कम है और स्वीकार योग्य नही है। तत्पश्चात, AS(T) ने सुझाव दिया कि AUAB के प्रतिनिधि इस मुद्दे पर CMD BSNL से चर्चा कर उनसे पुनः एक दो दिन में मिल सकते हैं। आपको याद होगा कि 03.12.2018 की मीटिंग में माननीय संचार राज्य मंत्री ने भी कहा था कि 15% फिटमेंट के साथ 3rd पे रिवीजन संभव नही होगा। इसके अलावा पूर्व में एडिशनल सेक्रेटरी (टेलीकॉम) के साथ सम्पन्न मीटिंग में भी DoT की ओरसे 0% फिटमेंट के साथ 3rd पे रिवीजन का प्रस्ताव रखा गया था।

पीएमओ द्वारा BSNL और MTNL को लेकर कल एक मीटिंग आयोजित की गई है। इस मीटिंग में क्या हुआ इस बाबद किसी को कोई जानकारी नही है। फिर भी, अफवाह फैलाने वालों के मीटिंग में लिए गए निर्णयों के सम्बंध में व्हाट्सएप्प पर अनोखे मैसेज प्रसारित हो रहे हैं। यह सब और कुछ नही, महज झूठी खबरें हैं। हमारे साथियों से अनुरोध है कि वें न तो इन पर विश्वास करें और न ही इन अफवाहों को प्रसारित करें।
