In today’s meeting between the CMD BSNL and the AUAB, it was pointed out that the BSNL Management has not issued any Record of Discussion, for the meeting held between the CMD BSNL and the AUAB on 02.12.2018. The AUAB demanded that the assurance given by the CMD BSNL, in respect of the Superannuation Benefits of the DR employees, should be reflected in the Record of Discussion. The CMD BSNL agreed for the same and told that the needful would be done.
The AUAB is seriously taking up the issues of non-payment of wages to the contract workers for the past 8 months, as well as their large scale retrenchment. This is because due to the above mentioned problems, the maintenance of BSNL’s services at the field level are severely affected and thereby the Company’s revenue collections are also impacted. In yesterday’s meeting with the Director (HR) and the Director (CM), this issue was discussed seriously. It was demanded that the wage arrears of the contract workers should be paid without further delay and also the retrenchment of contract workers should be stopped. The Director (HR) told that despite severe financial crisis, the Corporate Office has released funds in October, 2019, as per the following details.
Kerala – Rs.6.75 crore, West Bengal – Rs.6.5 crore, Kolkata – Rs.14.5 crore and ETR – Rs.1 crore.
The representatives demanded that the Management should take steps to clear the wage arrears of all the circles. They also pleaded that the letters issued to retrench the contract workers should be reviewed.

The communal forces try to divide the country on the basis of religion and take it back to the Dark Age. At the same time, the progressive Forces try to stop this and take the country forward to the future. Communal forces weaken the unity of the people, most importantly, the unity of the working people. BSNLEU, being an organisation of the working class, will remain with the progressive forces and will oppose the communal forces from dividing the people.

Under this circumstance, the South Korean Telecom giant, LG Uplus has stressed that Huawei does not pose any security risk. Today is the second day of the Satyagraha struggle. The first day programme was an overwhelming success. In the same spirit and vigour, the second day Satyagraha is also being observed throughout the country. CHQ requests the circle and district unions to maintain the tempo till the final day of the programme. Employees should be massively mobilised on each day of the programme.
A meeting of the All Unions and Associations of BSNL was held today. Com. Prahalad Rai, GS, AIBSNLEA, presided over. The meeting reviewed the implementation of the earlier decisions taken, on the issue of Subsidiary Tower Company. It called upon the employees to powerfully organise the “March to Raj Bhawan” programme, to be held on 19-04-2018. It requested the employees to utilise this opportunity to effectively make a campaign among the general public, exposing the ill effects of the Subsidiary Tower Company. The meeting also decided that a final decision on filing a court case against the Subsidiary Tower Company, will be taken in the next meeting, to be held at 11:00 hrs on 24-04-2018.
The Supreme Court has ordered yesterday that, reservation in promotion to SC/ST employees would be “in accordance with law”. The back ground of this judgement is as follows:-
Reservation in promotions are allowed since 1955. However, in 1992, the Supreme Court held that, such promotions are unconstitutional. In 1995, the law was amended to allow quota in promotions. Again this was challenged in the Supreme Court in 2006. However, this time, the Supreme Court held that, framing any law on the matter should satisfy the test of (1) backwardness (2) inadequate representation and (3) overall efficiency. Based on this, many high courts gave judgements, denying reservation in promotions. To face this situation, the UPA government introduced a bill in the Parliament, stating that, all SCs and STs shall be deemed backward. This bill is yet to be passed by the Parliament. It is under these circumstances that yesterday, the Supreme Court allowed reservation in promotions, till it decides legality of the law.

कल सेक्रेटरी, टेलीकॉम से हुई चर्चाओं पश्चात AUAB अपनी समीक्षा बैठक में इस निर्णय पर पहुंची कि वेज रिवीजन पर अब तक हुई प्रगति संतोष जनक नही है। अतः यह निर्णय लिया गया कि अपने आंदोलन कार्यक्रम के अनुसार 14.11.2018 को कॉर्पोरेट, सर्किल व जिला स्तर पर प्रभावी तरीके से रैलीज आयोजित की जाए। सर्किल एवं जिला यूनियन्स से अनुरोध है कि AUAB के सभी घटकों से समन्वय स्थापित कर रैलीज आयोजित करने के लिए भरसक प्रयास किए जाएं। रैली के दौरान हमारा संदेश आम जनों तक पहुंचाने के लिए उचित संख्या में फ्लेक्स बोर्ड्स व तख्तियां बनाई जाए।
As has already been informed, a meeting of the AUAB will be held at 03:00 pm today, at NFTE’s office. Developments on the settlement of AUAB’s demands, as well as future course of action, and the interim report of the IIM-Ahmedabad will be discussed in today’s meeting.

कॉर्पोरेट ऑफिस ने आगामी टेलीकॉम टेक्नीशियन LICE में शामिल होने वाले आंतरिक उम्मीदवारों से परीक्षा शुल्क लेने का निर्णय लिया है। सामान्य व ओबीसी उम्मीदवारों से रु 500/- और SC/ST उम्मीदवारों से रु 250/- फीस निर्धारित की गई है। BSNLEU ने आंतरिक उम्मीदवारों से इस तरह फीस वसूली का विरोध किया है और CMD BSNL को इस संबंध में पत्र लिखा है। 2017 में सम्पन्न परीक्षा में भी प्रबंधन ने सामान्य व ओबीसी उम्मीदवारों से रु 750/- और SC/ST उम्मीदवारों से रु 500/- फीस लेने का निर्णय लिया था। किन्तु BSNLEU के विरोध की वजह से यह निर्णय वापस ले लिया गया था।
BSNL Employees Union, Haryana circle, held a meeting of BSNL Non-Executive employees at Ambala, on 20.08.2019, to gear up for ensuing 8th Membership Verification. The meeting was presided over by com Gagan Kumar, District President, BSNLEU. It was addressed by Coms. Swapan Chakraborty, Dy GS, M.S.Kadian,CS, Ramesh Chand Sharma, Organising Secretary (CHQ),Balbir Singh,DS,Ambala,R.S.Kau,DS,CGMT office. The speakers elobratedly explained to the employees all issues on Revival of BSNL. They also informed the workers on present financial crisis of BSNL and demands of AUAB to overcome all those crisis.
The BJP and it’s leaders, including the Prime Minister Narendra Modi, are making a high pitched campaign about the removal of the Article 370 of the Constitution, in the ongoing election campaign for the Maharashtra and Haryana Assembly elections. However, the Economic Times dated 18.10.2019, has reported that the people in interior Maharashtra wanted their long pending problems like water scarcity, poor infrastructure, money for agricultural produce, etc., to be solved. The peasants of Maharashtra are reported to have told the Economic Times that they wanted the government to spell out what it will do to get them the minimum price for their crops.

In view of the problems being faced by our comrades in submitting memorandum to the MPs, on account of the Lockdown, the AUAB has decided to extend the time limit for submitting the memorandum for one week, beyond 31.07.2020.
All the circle and districts of BSNLEU are requested to take note of this and to take all out efforts to complete submitting the memorandum to the MPs of their respective constituencies.
The three day relay dharna by the working class, started at New Delhi today. Tens of thousands of workers have assembled, from all over the country, and the Parliament Street, the venue of the dharna, has turned red. Slogans are being raised against the anti-worker and anti-people policies of the government. All the Central Trade Unions, as well as the independent trade unions of various sectors are participating in this dharna. On behalf of BSNLEU, more than 1,500 employees are participating in this dharna, from all the circles.
