Rajasthan circle union conducted circle level functionaries meeting at Jaipur.

Rajasthan circle union organised a very effective meeting of the circle level functionaries of BSNLEU, at Jaipur, today. Important functionaries, including district secretaries, circle office bearers, branch secretaries, etc., participated in this meeting. The meeting was essentially organised for making mobilisation for the forthcoming “Mazdoor-Kisan Sangarsh Rally”, to be held at New Delhi on 5th September,2018. Com.B.M Sharma, circle vice-president, presided over. Com.V.P.Sharma, veteran leader, Com.Arun Nigam, Staff-Side Secretary, Circle Council, Com.K.P.Sharma, All India Organising Secretary, AIBDPA and Com.M.K.Nagpal,circle secretary, AIBDPA, were present on the dias. Com.P.K.Jain, district secretary, Jaipur, welcomed everyone. Com. Ashok Pareek, CS, Rajasthan and Com.Vijay Singh, Organising Secretary, delivered the initial address. Com.P.Abhimanyu, GS, addressed the meeting and explained about the need of conducting the “Mazdoor-Kisan Sangarsh Rally”. He explained in detail about the anti-poor and pro-rich Neo Liberal policies being followed by the government. He also threw light on the current issues of Wage Revision, Pension Revision, Subsidiary Tower Company, Allotment of 4G spectrum and Payment of Pension Contribution on actual basic pay. Further, he explained about the recent improvements made by BSNLEU, in the issues of the Non-Executives, like promotion in E1 pay scale for the Non-Executives, settlement of one extra increment to the left out Non-Executives, settlement of the problem of the Sr.TOAs who were downgraded from 7100 pay scale to 6550 pay scale, settlement of gratuity to the casual labourers, improvements made in the issues of the retired employees, one time relaxation to appear in the TT LDCE, for those who do not have 10th standard qualification, etc. It was decided that 300 comrades would participate in the 5th September rally, from Rajasthan circle. Com.V.P.Sharma, finally addressed the meeting and delivered vote of thanks.

Meeting with Director (HR).

Com.P.Abhimanyu, GS and Com.Swapan Chakraborty, Dy.GS, met Ms. Sujata T. Ray, Director (HR) yesterday, and discussed the following issues:-

 
(a)   Amendments to the Non-Executives’ Recognition Rule.

The representatives handed over the letter in this regard to the Director (HR) and demanded that the Non-Executives’ Recognition Rule should be amended. They apprised the Director (HR) about the decision of the 9th All India Conference of BSNLEU, which has demanded removal of the clause in the Recognition Rule, which stipulates that no other union will be recognised, if the first union gets 50% or more votes. The Director (HR) appreciated the magnanimity of BSNLEU and assured that needful action would be taken.


(b)   Holding JE LICE as offline exam.

The representatives reiterated that JE LICE should be conducted as offline exam. They cited the assurances given by the Chairman of the National Council, in the 37th meeting of the Council held on 20.11.2018, and demanded that the forthcoming JE LICE should be conducted as offline exam. The Director (HR) agreed to the demand of the Union and assured to take needful action.

 

(c)   Review of the results of the failed SC / ST candidates of the JE LICE held on 28.01.2018.

BSNLEU has already demanded that the results of the failed SC / ST candidates of the JE LICE held on 28.01.2018 should be reviewed based on the DoT letter no. 22-5/91-NCG dated 28.12.1992. In the meanwhile the BSNL Corporate Office has issued a letter, stating that the results of the failed SC / ST candidates would not be reviewed, on the plea that a general relaxation has already been given to the candidates belonging to all categories. BSNLEU does not accept this. In yesterday’s meeting the representatives of BSNLEU demanded the Director (HR) a review of the result of the failed ST / ST candidates should be made as per the DoT letter no. 22-5/91-NCG dated 28.12.1992. The Director (HR) has kindly consented to positively look into the demand of BSNLEU.

Revolutionary greetings to CITU..

BSNLEU conveys it's revolutionary greetings to CITU, which has completed 50 years of it’s existence, and has stepped into the 51st year today. CITU was started on 30th May, 1970. Throughout these 50 years, CITU has remained in the forefront of the struggles against exploitation of man by man. CITU is remaining as the spearhead of struggles against the anti-worker and the pro-corporate policies of the government. CITU has always been the friend, philosopher and guide of BSNLEU. The mighty organisation has started it’s year long celebrations, marking the 50th anniversary of it’s foundation. On this occasion, BSNLEU conveys it’s revolutionary greetings to all the leaders and comrades of CITU.

Extended Circle Executive Committee meeting of UP(West) circle held at Ghaziabad.

The Extended Circle Executive Committee meeting of BSNLEU, UP(West) circle, was held at ALTTC, Ghaziabad, today. The UP(West) circle union had made elaborate arrangements for the meeting. Com.Ansar Ali, Circle President, presided over the meeting. A good number of active workers also participated in this meeting. Com.Upendar Singh Teotia, Circle Secretary, welcomed everyone and addressed the meeting briefly. Com.Naresh Pal, Organising Secretary (CHQ), addressed briefly and explained about our responsibilities in the forthcoming Membership Verification. Com.P.Abhimanyu, GS, addressed the meeting and explained about the 8th Membership Verification, reasons for BSNL’s financial crisis, ways and means to over come it and the issues of the Non-Executives taken up by the BSNLEU after the last Membership Verification.

Delay in declaring the results of JTO LICE and holding of the TT LICE & JE LICE - BSNLEU demands immediate action..

Com.P.Abhimanyu, GS, met Ms. Samita Luthra, GM (Rectt.), Shri Saurabh Tyagi, Sr.GM(Estt.), today and discussed the following issues.

 

  1. Immediate declaration of the JTO LICE results.

The JTO LICE was held on 26.05.2019. However, declaration of the results of this exam is getting abnormally delayed. In today’s discussion, the GM (Rectt.) replied that the declaration of the results is being delayed due to the dispute regarding the method of implementation of SC/ST reservation.  The DoP&T has issued contradictory instructions in respect of treating the SC/ST candidates who get high marks. The dispute is, whether they will come under the SC/ST category, or in the General category. The GM(Rectt.) replied that the matter is getting clarified from the CLO. The General Secretary demanded that the Management should find out a way and that the declaration of the result cannot be delayed endlessly. The GS demanded that the Management should take decision and declare the result at the earliest, say within 10 days.   

 

  1. Holding of the LICEs.

The Corporate Office has issued a letter on 21.08.2019, keeping the JE LICE, TT LICE and the JTO to SDE (Arch) LICE, under abeyance.  This is affecting the promotional avenues of the Non-Executives. In today’s meeting, the General Secretary demanded that the TT LICE and JE LICE should be held immediately. The GM (Rectt.) replied that the LICEs have been kept under abeyance, to work out the vacancies afresh. The General Secretary stated that BSNLEU will not permit the Management to delay the holding of LICEs. BSNLEU will further take up this issue with CMD BSNL and Director (HR), so that the LICEs meant for the Non-Executives are held without further delay.

यूनियन के ऑल इंडिया सेन्टर द्वारा सर्किल और डिस्ट्रिक्ट यूनियन्स को 27.12.2019 को भोजन अवकाश के दौरान प्रदर्शन और गेट मीटिंग आयोजित करने हेतु आव्हान किया जा चुका है। इस कार्यक्रम का उपयोग 08 जनवरी, 2020 की आम हड़ताल में शामिल करने के लिए कर्मचारियों को संगठित करने हेतु किया जाना चाहिए। इस कार्यक्रम में CHQ द्वारा प्रेषित पैम्फलेट में प्रस्तुत जानकारी कर्मचारियों को समझाई जाएं। सर्किल और डिस्ट्रिक्ट सेक्रेटरीज से अनुरोध है कि कल के कार्यक्रम को प्रभावी रूप से आयोजित करने हेतु आवश्यक प्रयास करें।

The lesson that the Corona Virus teaches us.

During the past two / three decades, we have been witnessing what was happening in the health-care sector. The successive governments had systematically weakened the government hospitals and the government primary health centres, by cutting down the fund allotments. At the same time, private hospitals have come up in a big way. They were looting the people mercilessly. Their colourful advertisements were occupying our TV screens. But now, all of a sudden, we realise that only the government hospitals are coming to the rescue of the people, to fight the Corona Virus menace. In many places, the government is converting hotels and colleges into temporary hospitals. Reports say that, in Europe, where the Corona Virus disease is at it’s peak, the entire health care sector has been taken over by the government, at least temporarily. All these developments indicate that, in the days to come, the government health-care system has got a crucial role to play and hence, it should be strengthened. This is the lesson that the Corona Virus teaches us.

Modi government plans to raise Rs. 72,500 crore, through disinvestments.

The Modi government has targeted to raise Rs. 72,500 crore through disinvestments in Public Sector companies, in the next financial year. This is almost double the target of the current financial year, fixed at Rs. 45,500 crore. This means severe attack is going to be launched on the public sector companies, including BSNL.  Already, the government has taken decision to raise Rs. 11,000 crore by way of disinvestments in general insurance companies. The working class has to unitedly stop this onslaught.

CITU brings out the souvenir in connection with the inauguration of Com. P. Ramamurti Bhawan, at New Delhi.

The CITU has constructed a trade union school at Saket, New Delhi, called Com. P. Ramamurti Bhawan. BSNLEU has collected advertisements from the circle unions, to financially help the construction of Com. P. Ramamurti Bhawan. The CITU has printed and released the souvenir, to commemorate the inauguration of Com. P. Ramamurti Bhawan. No civilised country can tolerate mob violence - says K.K. Venugopal, Attorney General of India.

K.K. Venugopal, the Attorney General of India, who is representing the Government of India in the Supreme Court, surprised every one yesterday, by openly expressing his disgust, at the failure of Maharashtra, Rajasthan and Delhi Governments, to take stern measures against mob violence. It is very important to note that Maharashtra and Rajasthan are ruled by the BJP governments, while the law and order in Delhi is being maintained by the Central Government. The Attorney General further said that no civilised country can tolerate mob violence. This remark was made by the Attorney General, before a Supreme Court Bench, consisting of Dipak Misra, Chief Justice of India, and Justices A.M. Khanwilkar and D.Y. Chandrachud. The Bench is hearing a public interest litigation against mob violence. The Judges, on their part remarked that, in the name of religion, no group can be permitted to indulge in violence.

Settlement of the problem of the Sr.TOAs who are downgraded from the pay scale of 7100 to 6500.

BSNLEU is continuously demanding the settlement of the problem of the Sr.TOAs who are downgraded from the pay scale of 7100 to 6500. The Management has already accepted to resolve this problem by providing one more opportunity to the officials to exercise a fresh option under NEPP. However, this letter has not been issued so far by the Corporate Office. Com.P. Abhimanyu, GS, met Shri Saurabh Tyagi, Sr.GM(Estt.), today and enquired about this case. The Sr.GM(Estt.) replied that the letter could not be issued since the concerned AGM has gone for training. However, he assured to issue the letter next week.

Fixing of the date for the JE LICE - BSNLEU discusses with the Sr.GM(Estt.).

BSNLEU is continuously pursuing the case of holding the JE LICE at the earliest. The file for fixing the date of the JE LICE went to the CMD BSNL, who, in turn, wanted to know the justification of the posts in the present scenario. Hence, the matter is to be decided by the Establishment Branch. Com.Swapan Chakraborty, Dy.GS and Com.Vijayakumar, AGS, discussed this issue with Shri Saurabh Tyagi, Sr.GM(Estt.) today. It was replied that the file has not come to the Establishment Branch. However, the Sr.GM(Estt.) opined that the exam could be conducted based on the present working strength of the JE cadre.

Farmer hangs himself in Maharashtra, wearing BJP T-shirt.

Farmers’ distress has become very acute in Maharashtra. Farmers committing suicide has become a day to day affair. However, the committing of suicide of a farmer in Buldhana district has become a media attraction. Maharashtra state is going to the polls and the Chief Minister, Fadnavis is doing election campaign in the Eastern Maharashtra. At this juncture, a farmer has committed suicide in Buldhana district, wearing the BJP’s poll T-shirt. Perhaps, the farmer, wants to attract the attention of the ruling BJP bosses to the pathetic condition of the farmers. Hence, he has committed suicide by wearing a BJP’s poll T-shirt.

ITSA (Indian Telecom Services Association) की ओर से दिल्ली उच्च न्यायालय में दायर प्रकरण में BSNL की ओर से उपस्थित एडिशनल सॉलिसिटर जनरल ने 13-12-2019 को दिल्ली उच्च न्यायालय को आश्वस्त किया है कि  नवम्बर का वेतन भुगतान 31.12.2019 तक कर दिया जाएगा। उन्होंने यह भी आश्वस्त किया कि सभी वर्ग के कर्मचारियों का वेतन या एरियर 15.01.2020 तक क्लियर कर दिया जाएगा।

TRAI directs telecom companies to extend the validity period of prepaid plans..

The Telecom Regulatory Authority of India (TRAI) has directed Reliance Jio, Airtel, Vodafone Idea and BSNL to extend the validity period of all prepaid subscribers. In it’s letter dated 29.03.2020, the TRAI has stated that the users should be ensured uninterrupted voice and data services amidst the national  lock-down
